Abstract
The so called "Pecinan" or Chinatown located in West Jakarta, was esthablished in the ]71 h century when Batavia city was built was and for which the Chinese immigrants during that time were actually the builders of the city's canals and defence wall. Historic houses of various types with mostly two storeys shop-houses and several mansions with the touch of Chinese architectural elements had been a living heritage for the area. Certain quarters, section of streets, and many original houses were listed under Local Government Regulation as protected areas in 1974, or as regard to the residents and dwellings, they were classified under Jakarta Local Government regulation No. 475-1993, as listed buildings. These heritage areas and urban artefacts must actually follow the conservation or preservation rules. However based on a field research conducted in 2001 by the authors, the rules were not been obeyed, due to various reasons. Among the fatal reasons .wre or still are : • Minim awareness of ownwers or occupants to the importance of their heritage, and great need of space enlargement or change of building-use • Weak enforcement of law and controversial strategy among the bureaucrats e.g. How the Town Planning Section allows change of height to 4 storeys in protected areas, while the Conservation Section prohibits the destroying of original 2 storeys old buildings. Based on data acquired by the field survey it is recommended that Regulation No. 475-1993 should be immediately revised or amended, adjusted to current situation and be the concern of all the Sections involved within the Jakarta Local Government in saving such urban heritage for the future.
