Abstract
One source of funding to maintenance the local road is DAK from APBN and determined with particular mechanisms.This paper discusses technical criteria for technical index in DAK determination and priority highway links determination. Criteria selection was done by interviewing highway experts. Data from 50 respondent from PW Ministry, Provincial/ City/ Regency PW Agencies were analyzed using AHP. Technical criteria for technical indexes were combination of 20% of highway length index, 36% of unstable highway index, 25% of infrastructure service index and 19% of local highway maagement index. Priority links were determined by combining 37% highway technical index, 38% of highway service index and 25% economics index. In technical index calculation for 33 provinces in Indonesia, the highest technical indexes were gained by Riau Archipelago, Aceh and Maluku. An exerciese to determine prioritized links was conducted in Tenggamus Regency. Number and length of treated highway links depend on the allocated budget.
