Abstract

Since the enactment of the Regulation of the Minister of Public Works and Public Housing Number: 19 / PRT / M / 2015, which has now changed to Regulation of the Minister of Public Works and Public Housing Number: 12 / PRT / M / 2017 concerning Standards and Guidelines for the Procurement of Design Integrated Construction (design and build), then all government building construction work, whether it comes from the APBN or APBD, applies the ministerial regulation mentioned above. Based on data from the Ministry's Electronic System Procurement Agency (LPSE) from 2015 to 2018, there were 37 construction works for the design and build of state buildings carried out in Jakarta, but 30 projects were carried out late in their implementation. This is because according to experts in the design and build construction project of state buildings due to a lack of performance. From the results of previous research, to improve the performance of construction project managers, design and build state buildings, seen from the influencing variables, the first variable is education, experience and certification. In this research, work culture and work behavior are added as variables to improve the performance of project managers. The variables used in this study are unmeasured latent variables, therefore a Likert scale is used to assess the relationship between independent and dependent variables with a scale value of 1-5. The results will be linear regression with a spreadsheet using Excel. Work culture and work behavior variables will be added to the primary expert certification assessment at LPJKN.
