Abstract
Infrastructure has a central role on improving economics in Indonesia, especially in Ministry of Public Works and Housing (PUPR). Therefore, the performance of infrastructure development projects has been degraded from year to year because of the System of Management Project (Simpro) yet optimal. Besides that, the audit has not been maximized. For maximize the audit in project, this research discussed it about the impact of technical integration of audit and financial. The aim of this research is look for the dominant factors of Organizational Effectiveness Management Project (OEMP), to develop OEMP model and the correlation between technical audit method and financial as integrated by consultant/independent teams through project performance. These research using 2 (two) survey stage and 3 (three) stage of Focus Group Discussion. Development model using 3 (three) most dominant factor with Technical factor and Financial Audit becomes the most dominant factors for OEMP Models. This factor is a very decisive factor in increasing project performance. Meanwhile technical audit method and financial as integrated has been approved by 88% respondent and 95% expert.
