Abstract

Kebayoran Baru was the first satellite city plan in Jakarta after Indonesia‟s independence. With garden city planning approach, greenbelt element was set up to bound the urban sprawl in the eastern and western side of Kebayoran Baru. However, along with the rapid development in the main axis of Jakarta city in post submission of 1949‟s Indonesian sovereignity, Kebayoran Baru experienced transformation and changes of plans in its development process. As the result, Kebayoran Baru was no longer a satellite city as it was originally planned. The idea of a green belt in the east was failed to implement as well. This research intends to explore the driving forces and its enabling factors on the idea why the eastern greenbelt of Kebayoran Baru was unsuccessfully implemented. Adopting qualitative method with case studies approach, this paper founds that the driving forces were caused by government policy due to the rapid development after the transfer of sovereignty (1949). Unacquired areas, policies from local government and land developer‟s plan are the enabling factors that this study found. By knowing the driving forces and enabling factors that occur, this study is expected to be a learning for application of policies to urban and regional planning, both practical and theoritical.
