Abstract

Sometimes implementation of construction project on site are not completed at the completion date as agreed in the contract, or generally known as the delay completion of project. Delay completion of project caused by in compatibility between implementation plan with the reality on site which can be caused by the negligence of the contractor, engineer, employer, or outside the control of the parties. In this research, the writing will explore the factors of delays of completion on projects based on existing literature and clause of the extension of time as a form of agreement between the parties to complete the work which refers late FIDIC 2006, Perpres No. 54/2010 dan Permen PU No. 14/2013 in Directorate General of Highways. Plan implementation of this research will he supported through surveys and questionnaires to 60 respondents from each party of Employer and contractor, especially those involved in road projects in the Directorate General of Highways. Result of the questionnaire obtain the dominant factors causing delays in completion of the project based on the viewpoint of Employer are riots/unrest of the provision of land and the proposed extension of time project on clauses is force majeure, while the viewpoint of contractor that is a factor of changes scope of work implementation time and clauses to be proposed that the delay causes the employer/PPK (compensation event).
