Abstract

This research examines the technical criteria used in the determination of Dana Alokasi Khusus (DAK) and preparation priority roads in the utilization of DAK. These criteria are adapted to the regulations so that the provision of targeted funds and its utilization in accordance with national development priorities. DAK or Special Allocation Fund is the funds allocated to specific regions to fund specific activities that are under the authority of Government Affairs Regional and funded from the state budget. One of the activities funded by DAK is activity in the field of road transport subfields. Utilizing Analytical Hirarchy Process DAK establishment of technical criteria, the calculation of technical indices obtained from the formula: Road Length Index (20%); Road Condition Index of Unstable Road (36%); Infrastructure Services Index (25%); as well as the Regional Road Operations Performance Index (19%). Infrastructure Services Index is the sum of Regional Accessibility Index (65%) and Mobility (35%). While the Regional Road Operations Performance is obtained from DAK Implementation Progress Index (65%) and the Road Condition Steady Improvement Index (35%). The preparation of priority roads for the road maintenance is done with the DAK financing linear formula: Technical Index Road (37%); Road Service Index (38%); and Economic Index (25%). Technical index Road in the preparation of this segment is obtained from the sum of the long index segment (20%), the index of the level of damage (60%) and the historical index treatment (20%). While the service index is the sum of Road Function Integration Index (29%), Access Function Index Segment (28%), Traffic Flow Index (17%) and the Road Safety Index (26%). Economic Index is derived from the sum Handling Cost Index (38%) and the Index of Economic Benefits (62%).
