Abstract

Infrastructure development in the physical form of construction are encouraged to refer to the realization of infrastructures which are effective, safety, comfortable and quality, to implement this matter, Technical Activities Executive Officer is appointed. In efforts of improvement the effectiveness of construction as mentioned above or other activities so that to achieve the purpose of good organization, need to include improving the competency and implementing time management. Based on this, the research aims to determine the extent of the influence on the competency and time management on the construction effectiveness The research used is survey method, which analyzing the data and information from the 72 Technical Activities Executive Officer who handling the construction. Based on the analysis of the variables of competence ( X1 ) and the variable of time management ( X2 ) having influence on the variables of the construction effectiveness ( Y ) , the influence of competency variable on the effectiveness of construction is 34,90%, the influence of the variable for time management on the construction effectiveness is 44,10%, the influence of competency variable and time management simultaneously on the construction effectiveness is 55,10%, the influence of other variables outside this analysis is 67,00% and correlations between the variables of competency and time management is strong and in line which is 0,776. From the research result it show that the construction effectiveness which conducted by Technical Activities Executive Officer on the government of jakarta provincial is influenced directly by the competency and time management
