Abstract

Construction as an industrial sector that contributes significantly to Indonesia's economic growth. The value of investment in the infrastructure sector continues to increase every year. However, this growth is also proportional to the number of conflicts and disputes due to development which continues to grow. Social conflict due to development is also a problem faced by the world. This prompted the World Bank to carry out major reforms in the environmental and social framework (ESF) as a concept introduced as the new governance of world development. However, to achieve its expectations, the ESF concept needs to be supported by the domestic legal system of each country. Indonesia already has sufficient legal instruments to manage environmental and social impacts, but they are still sectoral in nature and a standardized and integrated environmental and social framework concept is needed. Based on these conditions, this study aims to measure the influence of internal and community interests as a trigger for social conflict with an environmental and social framework approach. In addition, this study aims to determine the appropriate equation in predicting the potential impact of social conflicts based on the level of interest and the environmental and social framework that applies in the project. This research uses internal project data obtained through questionnaires from 120 government project manager respondents in the 2018-2021 period. Meanwhile, data on the condition of the community is used indices and data from government ministries/agencies that are able to represent the level of community interest in economic, social, environmental and cultural aspects. Using the PLS�SEM method, this study found a significant influence of internal and community interests on the impact of project social conflicts. However, these two interests have no significant effect in determining the environmental and social framework. Likewise, the environmental and social framework has a significant effect on social conflict, both in direct influence and as a moderator that affects the relationship between interests and conflicts. The equation produced by this study has an error rate of 3.65% based on validation with 12 respondents. Based on the results of this research, it is hoped that it can be used as a consideration in the preparation of a standardized and integrated environmental and social framework in an effort to reduce the impact of social conflict due to the project. Furthermore, the resulting equation can make it easier for project actors to predict potential project social conflicts based on the conditions of interest that affect the project.
