Abstract
Delays are a common problem in the construction industry and create a major concern for project performance. With the announcement of the 2019 coronavirus disease pandemic, known as COVID-19, which hit Indonesia for the first time in March 2020, it led to the emergence of regulations to reduce the number of cases that created limitations, one of which led to social distancing and mass quarantines that stopped most activities. Data were collected through a literature study with a survey using a questionnaire to experts from the construction industry. For this purpose, 15 different procrastination factors were identified from several journals on delays. The purpose of this study is to identify whether the delay factors are affected by the pandemic, especially construction projects that occur in high-rise buildings in the Jabodetabek area, using the relative importance index method. The ranking of the delay factors is shown according to their level of influence in the pandemic, the first rank is obtained, the first rank is the shortage of materials and equipment and followed by several other factors. After knowing the factor rankings, hoped it will help the construction sector have a good assessment of the main causes of delays during the pandemic
