Abstract
Implementation of Quality Assurance Plan in the Directorate General of Water Resources is still low due to the performance of the application of Quality Assurance Plan at unit level is still low. To improve the performance for the implementation of the Quality Assurance Plan, the research was done on the construction of the Jakarta East Flood Canal project (KBT) which has high complexity and risk. By using the method of Analytical Hierarchy Process (AHP) in the selection of 3 (three) choice models, the right model are combination of Commitment Maker Officers and Project Management Office (57%), Special Non-Vertical Unit (29%) and Existing (14%). The five factors that determine the selection of the model are the Scopes (30.48%), Quality (27.60%), Environment (16.93%), Time (14.63%) and Cost (10.36%). Consistency Test performed on this study with the results of Consistency Ratio (CR) = 0.011 < 0.1 indicates that the results of this study is valid.
