Abstract

The existence of public space is very crucial to the growth of a city. Humans, as social creatures require a healthy and proper environment where they can gather together to interact with each other. In the cities, particularly Jakarta (the Capital city and Special Region), the tumultuous number of population generates a congestion in living and housing spaces, therefore causing quite a difficulty in having a healthy and proper social environment its society needs. Basing on this need, the government issues a policy to revitalize the core function of public parks to become a multifunction interactive community park, that is named “Integrated Child-Friendly Public Space” (RPTRA - Ruang Publik Terpadu Ramah Anak). This thesis evaluates the implementation of this RPTRA using co-production concept, which is a theory implied by Elinor Ostrom. The implementation consists of the construction, development, and maintenance of the public space. The essence of the co-production concept is a collaboration that involves two parties or more, especially the residing society themselves, from policy-making, until the public-serving. The research is done using the qualitative method, with collective study case. Specific locations being studied for this thesis are RPTRA Alur Dahlia in District Kalideres, West Jakarta; and RPTRA Kelapa Nias III in District Kelapa Gading, North Jakarta. This study is done to identify co-production patterns in providing the public space, to understand the roles of the key people, and to apprehend what drives them to provide an RPTRA (Integrated Child-Friendly Public Space). The study result explains the co-production view point that emphasizes society participation in the process of providing the RPTRA. Also, the correlations that happen in each pattern will be described further in this thesis.
