The need for development of new port in Indonesia today, prompted the Indonesian Government to plan the National Strategic Project, namely development of Patimban Port as an International Port located in Subang Regency, West Java. The goal is as a buffer of Tanjung Priok Port which is currently considered saturated and also expected to reduce the cost of national logistics. In the implementation of the project, good human resource management is required, especially in the design of the project organization structure. The purpose of this study is to identify the organizational structure of the project, identify the roles and relationships of each stakeholder shown in the organizational structure of the Patimban Port development project at stage 1-1. This research uses descriptive qualitative approach. Data collection was done by literature study, documentation and in-depth interviews. The design result shows that the form of organization structure of Patimban Port project is in the form of line that is job provider relationship with job executor still have one line of authority. Stakeholders identified in the organizational structure of the project are the President of the Republic of Indonesia, the Prime Minister of Japan, the Transportation Ministry of RI, the Ministry of Transport of Japan, the other related Ministry of RI, the Port Patimban Work Unit, the planner consultant, the land procurement team, the auction team, the bridge contractor, the port terminal contractor and breakwater contractors and supervisor); consultants. Every stakeholder has an important role and relationship with each other in the implementation of Patimban Port development project.
