Abstract

The potential for entrepreneurship in Papua Province is quite high, but career choices in entrepreneurshipand the success of SMEs are not yet evenly distributed, especially between migrants and Indigenous Papuans (OAP). Various assistance and training programmes have not fully addressed the psychological and
institutional factors of rules, norms, and perspectivesthat shape entrepreneurial leadership, work culture, cognitive learning,intentions, and decision-making processes.
This study aims to analyse the influence of entrepreneurial leadership, work culture, andcognitive learning on entrepreneurial career choices, with entrepreneurial intentionas a mediator and decision-making process as a moderator among migrant and OAP SMEs actors in Papua.
The research used a quantitative approach through a survey of 450 SMEs actors in Jayapura City, Sentani City, and Arso City, with CB-SEM LISREL.
The results show that all main variables have a positive and significant effect on entrepreneurial career choice, with cognitive learning as the strongest influence, followed by work culture and entrepreneurial leadership. Entrepreneurial intention partially mediates, while the decision-making process strengthens the influence of intention on career choice. Descriptively, entrepreneurial intention is very high (the most dominant feasibility dimension); in cognitive learning, environment and behaviour are stronger than cognition; in entrepreneurial leadership, inspirational visionand creative innovation are stronger than resource management; in work culture, innovation support and recognition of entrepreneurship are stronger than change adaptation and failure acceptance.
