Abstract

Kebayoran Baru is a new city with relatively good urban planning. However, over time, Kebayoran Baru underwent a transformation. One form of transformation in Kebayoran Baru is the growth of informal settlements on Jalan Leuser, Kebayoran Baru, now called Kampung Leuser. The growth of Kampung Leuser is not instant, there is a long process that causes Kampung Leuser growth, and developed in Kebayoran Baru. This study uses a qualitative method with a semi-autonomous social approach borrowed from Legal Anthropology to become a 'window' in understanding the structure and dynamics of the Kampung Leuser community. The results showed that there were two main factors that led to the emergence of Kampung Leuser, first poverty, and second the omission by the authorities. Then, the results of the study also showed that there were two factors that led to the development of Kampung Leuser, namely continued negligence by the authorities and the availability of jobs in urban areas. On its way, the existence of Kampung Leuser experienced challenges which is eviction that must be faced and fought by Kampung Leuser. However, the results of the study showed that until now, three years later, Kampung Leuser was still able to survive and had even filed a lawsuit against BPN as the party that issued the HGB certificate. This proves that the existence of Kampung Leuser is not impossible. By knowing the factors that lead to the emergence, development, challenges, and prospects of Kampung Leuser in the future, it is expected to be a lesson for the field of urban and regional planning both practically and theoretically about solutions in managing informal settlements in Kebayoran Baru, and in developing cities other new cities, related to strategies to avoid and / or manage informal settlements that can grow around these new cities.
