Abstract

Jakarta as the capital of the Republic of Indonesia is inhabited by 9.9 million people with a density of 15 053 inhabitants per km2. (BPS DKI Jakarta,2014). The high density is due to the large population urbanization in Jakarta. The next problem that arises is the birth of urban slums with an unhealthy living environment. Jakarta Provincial Government run programs Kampung Deret as a way to eradicate slums in Jakarta. This program uses a physical approach to improve environmental conditions by involving community participation in it. With the expected environment, the better the social and economic conditions of the community will grow. However, there is a theory that advance social development necessary to conduct economic development and the environment. The results of the study at two sites showed improvements in physical aspects, among others: building construction, building ventilation, drainage, road environment and adequate latrines. Improvements in the social and economic aspects have not been seen at the site. Some of the factors that influence community participation in the program is the location of the structure (organization involved and the rule of law as the foundation of the project), culture (a leader in the community and in the participating customs) and social processes (formal and informal interaction dynamics). While the level of public participation that occurs in this program are on the ladder placation or tokenism levels of community participation that are capable of giving aspirations to the government on a small scale. Revitalization kampung conditions in a centralized location and spread relatively equally because of the role of planners and consultants are assisting community supervision, making the process of remodeling the home and the environment can be completed at the same although the number and different focus.
