Abstract

TLRHP BPK wajib dilaksanakan oleh Pemerintah Daerah untuk menyelesaikan rekomendasi BPK pada Laporan Hasil Pemeriksaan. Pemerintah Kabupaten Gorontalo Utara memiliki persentase penyelesaian TLRHP terendah di Provinsi Gorontalo namun pada tahun 2023 mendapatkan progres penyelesaian TLRHP tertinggi di Provinsi Gorontalo. Penelitian ini bertujuan untuk melihat kendala dan permasalahan yang dihadapi dalam penyelesaian TLRHP oleh Pemerintah Kabupaten Gorontalo Utara dan upaya percepatan penyelesaian TLRHP. Selain upaya dari Pemerintah Kabupaten Gorontalo Utara, tujuan penelitian ini untuk mengidentifikasi upaya percepatan penyelesaian TLRHP yang dilakukan oleh BPK Perwakilan Provinsi Gorontalo. Penelitian dilakukan dengan mengambil data primer yang dihimpun dari wawancara terhadap responden dari pihak Inspektorat Kabupaten Gorontalo Utara dan BPK Perwakilan Provinsi Gorontalo sedangkan data sekunder berasal dari Ikhtisar Hasil Pemeriksaan Daerah (IHPD) dan Laporan Pemantauan TLRHP Kabupaten Gorontalo Utara. Hasil penelitian menunjukkan bahwa upaya percepatan penyelesaian TLRHP BPK dilakukan oleh kedua pihak yaitu Pemerintah Kabupaten Gorontalo Utara dan BPK Perwakilan Provinsi Gorontalo. Upaya yang dilakukan oleh Pemerintah Kabupaten Gorontalo Utara diantaranya (1) Meningkatkan komitmen penyelesaian TLRHP melalui Inspektorat Daerah; (2) Melakukan pemetaan atas rekomendasi BPK (3) Mengoptimalkan MP-TGR. Adapun upaya dukungan dari BPK Perwakilan Provinsi Gorontalo dalam mendukung percepatan penyelesaian TLRHP adalah sebagai berikut (1) Mengoptimalkan SIPTL; (2) Membuka jalur konsultasi dan diskusi percepatan TLRHP; (3) Inventarisasi TLRHP; (4) Berkoordinasi dengan Inspektorat; (5) TLRHP sebagai indikator penilaian kinerja satker; (6) Pemberian apresiasi; dan (7) Berkoordinasi dengan Aparat Penegak Hukum (APH) dan instansi lain di wilayah Provinsi Gorontalo. The Government of North Gorontalo Regency had the lowest percentage of TLRHP completion in Gorontalo Province; however, in 2023, it achieved the highest progress in TLRHP completion within the province. This study aims to examine the challenges and issues faced by the North Gorontalo Regency Government in resolving the TLRHP, as well as the efforts to accelerate its completion. In addition to the efforts of the North Gorontalo Regency Government, the research seeks to identify the measures taken by the BPK Representative Office in Gorontalo Province to expedite TLRHP completion. The research utilized primary data collected through interviews with respondents from the North Gorontalo Regency Inspectorate and the BPK Representative Office in Gorontalo Province, while secondary data was derived from the Regional Audit Summary (IHPD) and the TLRHP Monitoring Report for North Gorontalo Regency. The findings reveal that efforts to accelerate TLRHP completion were carried out by both the North Gorontalo Regency Government and the BPK Representative Office in Gorontalo Province. Efforts by the North Gorontalo Regency Government include: (1) Enhancing commitment to TLRHP resolution through the Regional Inspectorate, (2) Mapping BPK recommendations, and (3) Optimizing the MP-TGR mechanism. Meanwhile, the support initiatives from the BPK Representative Office in Gorontalo Province include (1) Optimizing the SIPTL, (2) Establishing consultation and discussion channels for TLRHP acceleration, (3) Conducting TLRHP inventory, (4) Coordinating with the Inspectorate, (5) Utilizing TLRHP as a performance evaluation indicator for work units, (6) Providing recognition and appreciation, and (7) Coordinating with law enforcement agencies (APH) and other relevant institutions in Gorontalo Province.
