Abstract

Pemerintah Provinsi Sulawesi Utara melaksanakan Urusan pemerintahan
sesuai dengan prinsip otonomi yang luas dan negara kesatuan, seperti yang diatur
dalam Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Penelitian ini
bertujuan untuk menilai efisiensi fiskal penyelenggaraan pemerintahan daerah dengan
menguji kemandirian fiskal daerah, ketergantungan fiskal daerah, derajat
desentralisasi fiskal dan efisiensi pendapatan asli daerah. wilayah dan potensi
pertumbuhan daerah pada Pemerintah Provinsi Sulawesi Utara. Penelitian ini
menggunakan metode eksplanatori dan deskriptif dalam rangka memberikan
penjelasan dan gambaran mengenai kinerja fiskal Pemerintah Daerah Sulawesi Utara
periode 2019-2023. Analisis didasarkan pada Pemerintah Provinsi Sulawesi Utara
tahun 2019-2023, dan hasil penelitian untuk menganalisis kinerja fiskal Pemerintah
Provinsi Sulawesi Utara ditinjau dari rasio kemandirian fiskal daerah, rasio
ketergantungan fiskal daerah, rasio desentralisasi fiskal, rasio efisiensi pendapatan asli
daerah, dan rasio pertumbuhan pendapatan asli daerah yang merupakan bagian dari
pengelolaan fiskal pemerintah Provinsi Sulawesi Utara. Singkatnya, masih ada
beberapa hal yang perlu diperbaiki.

The North Sulawesi Provincial Government carries out its governmental This
study is based on the principle of autonomy in accordance with the concept ofmaximum possible autonomy in the institutions and principles of the Indonesian State,
as stated in the Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. This
study is to assess the fiscal efficiency of local government by examining the
independence of local finances, the dependence of local finances, the degree of fiscal
decentralization and the efficiency of revenue. created by the local government, andregional growth in the North Sulawesi Provincial Government. This study employsexplanatory and descriptive methods with the objective of providing an explanation
and a comprehensive overview of the financial performance of the North Sulawesi
Provincial Government during the 2019–2023 period. The results of the research,which analyze the financial performance of the regional government of North SulawesiProvince with the Government of North Sulawesi as the object of analysis for the
2019–2023 budget years, conclude that there are still several aspects that needimprovement in the financial management of the North Sulawesi ProvincialGovernment. These include regional fiscal independence ratio, regional fiscaldependence ratio, fiscal decentralization ratio, regional revenue efficiency ratio andregional revenue growth ratio.
