Abstract

The development of local culture-based development makes Bali Province a foreign and domestic tourist destination. MSMEs in Bali Province from year to year have increased and the high growth of MSMEs has a positive impact in terms of employment, equitable development and its results, especially in the economic sector
and increasing GDP. However, there are still many obstacles faced by these small business actors in developing their businesses, namely inadequate human resources, difficulty in obtaining capital, problems with raw materials, production, and market
competition, marketing costs, and the increasing use of imported goods are some of the obstacles or problems faced by SMEs actors in Bali Province. SMEs, which dominate business units in Indonesia, are generally managed informally, labor skills
are not optimal and the level of education of managers is low, which affects the ability of SMEs to increase business productivity. This is caused by SMEs actors rarely innovate and some of them are unable to innovate independently. Strengthening innovation in SMEs actors can support the achievement of inclusive growth by reducing the productivity gap between SMEs and other larger-scale businesses. Based on theoretical studies and empirical studies obtained, it shows that Strategic Flexibility, Culture, and Intellectual Capital have a direct effect on Innovation and Performance. Innovation mediates the relationship between Strategic Flexibility, Culture, and Intelectual Capital with performance. Based on previous research searches, it creates a gap to test Innovation Capabilities in mediating the relationship between Strategic Flexibility and Intelectual Capital with performance.
Innovation Capabilities has not been used by other researchers as a mediator of the relationship between Strategic Flexibility and Intellectual Capital. This is the novelty of the mediation model in this study. This study examines culture in moderating the relationship between strategic flexibility and intellectual capital to performance. Culture variables as moderating the relationship between flexibility strategies and performance are novel in this study and the novelty of cultural indicators in this study is to use one of the measures of cultural variables, namely work culture that refers to local wisdom (Balinese culture).
This study employed quantitative methods and data processing using SEM-PLS. Data collection using a questionnaire was supported by interviews with selected MSMEs, academics, and the Bali Provincial Cooperatives and MSMEs Office. The results of
the study state that (1) There is a direct and positive effect of Strategic Flexibility and Intelectual capital on Innovation capabilities; (2) There is a direct and positive effect of Strategic Flexibility, Intelectual capital, and Innovation capabilities on
Performance; (3) Innovation Capabilities mediates the relationship between Strategic Flexibility and Performance; (4) Innovation Capabilities mediates the relationship between Intelectual capital and Performance; (5) Culture moderates the relationship between Strategic Flexibility and MSMEs Performance; and (6) Culture moderates the relationship between Intelectual Capital and MSMEs Performance.
