Abstract

This study explores the influence of commitment, motivation, and transformational leadership on the performance of civil servants (ASN) at the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration of the Republic of Indonesia. Using Vroom's Expectancy Theory as its framework, the study positions
Public Service Motivation (PSM) as a mediating variable. Organizational performance serves as the dependent variable influenced by other independent variables. Data were collected through a survey involving 190 respondents from the Directorate General of Development and Management of Transmigration Areas, conducted in late October 2024. The data were analyzed using descriptive and inferential statistical methods, employing Smart PLS 4.0 to identify patterns of influence and mediation among the variables. The results indicate that all three variables leadership, organizational commitment, and PSM significantly affect performance. Furthermore, a strong mediating relationship was found between PSM, commitment, and performance. This
research offers a unique perspective by employing PSM as a mediating variable that strengthens the impact of organizational commitment and transformational leadership on civil servant performance. Utilizing Vroom's Expectancy Theory, the study
contributes valuable insights by explaining how leadership and commitment can be enhanced through public service motivation in the Indonesian government sector, an area that has been relatively underexplored. This study also contributes to identifying
variables influencing performance and mediation, which have traditionally been more frequently examined in business organizations.
