Abstract
In Jakarta, the majority of the poor provide their shelter in spontaneous informal settlements. Such informal settlements are often formded without land title. Land and building are aquired without authorization from goverment. Their Illegal land occupancy status has deprived of citizenship right and access to basic infrastructure and service.
